To install a certificate ( in this case exchange cert.) create a site on your iis server.
We will call it cert.hviidnet.com
Make a new MIME type for .cer with the value: "application/x-x509-ca-cert"
after that go to "home directory" -> "configuration" -> and remove .cer from there. (else it would be read as some .asp extention)
now put your cert in the root directory and browse it with your mobile device. it will install the certificate.
